In conjunction with the 10th Pacific Islands Summit (PALM 10, Tokyo, July 16-18), the Sasakawa Peace Foundation has invited about 50 government officials and experts from Pacific Island nations to participate in the "Pacific Island Nations Weeks" from July 8 to 19, consisting of a seminar series, Pacific Islands Festa, and Islands Station.
The seminar series will explore what is really happening on the ground in Pacific Islands on a variety of topics, including security, sustainable tourism, protection of traditional cultures, disaster management, public health, and the impact of sea level rise.
Pacific Island Nations Weeks is a rare opportunity to experience Pacific Islands from various perspectives. We sincerely look forward to your participation.

Ms. Suzanne (Suzy) Puanani Vares-Lum took office as President of the East-West Center in January 2022. She launched a new strategic plan that advances the Center’s Congressionally-mandated mission to promote understanding and relationships among people and nations of the United States, Asia, and Pacific through cooperative study, research, and dialogue. The Center, in Manoa, Hawai’i and Washington D.C., develops and equips a network of international leaders to become the future changemakers.

Chris hails from the Kingdom of Tonga and is currently the ChiefExecutive Officer of the Pacific Tourism Organisation (SPTO), aposition he has occupied since 2016.
Hon. Ngiraibelas Tmetuchl (Minister of Human Resources, Culture, Tourism and Development)
After completing his schooling in Guam, he ventured further, pursuing a Bachelor of Arts in Business Economics at Willamette University. His thirst for knowledge then led him to Hiroshima University, where he delved into the intricacies of economics through a rigorous post-graduate research program. From 2009 to 2012, Minister Tmetuchl served as Special Assistant to the President of the Republic, where his strategic insights and unwavering dedication left an indelible mark on the nation's trajectory. However, it was his role as Chairman of the Palau Visitors Authority that truly showcased his visionary leadership. Today, Minister Tmetuchl's journey comes full circle as he assumes the mantle of Minister of Human Resources, Culture, Tourism, and Development. In this pivotal role, he envisions a future where all facets of his ministry work in harmony, synergizing to propel Palau towards unprecedented heights of success. His vision is not just about economic growth; it's about fostering a society where tradition and progress coexist, where every Palauan has the opportunity to thrive.
Mr. Kadoi Ruluked (Managing Director, Palau Visitors Authority)
Mr. Kadoi Ruluked currently holds the position of Managing Director at the Palau Visitors Authority (PVA), which serves as the primary tourism marketing agency for the Republic of Palau. Additionally, he contributes as a board member for the Protected Areas Network Fund. His journey with PVA began in 2005 when he joined the organization as a marketing representative. In 2017, Kadoi's exceptional leadership and operational acumen earned him the role of Operations & Programs Director. In this capacity, he was instrumental in streamlining PVA's internal processes and enhancing the overall efficiency of the organization. His strategic vision and comprehensive understanding of the tourism industry culminated in his promotion to Managing Director in 2020.
Dr. Kiku Ezaki (President, Kaito Yumin Club)
Dr. Ezaki established Kikuno Ltd. in 1997 to manage Ryokan Kaigetsu Inn, as her family business . In 2001, in order to respond to a need that was not met yet by tourism industry, she co-established Oz Ltd, and developed an eco-tour agency "Kaito Yumin Club" that integrates education, tourism, and environment, with Toba bay’s islands as working ground. She is also the chair for "Toshijima Toro Sawara" Branding Committee and new business advisor for Toba Isobe Fisheries Association. Currently, she serves as chairperson for Ise-Shima National Park Ecotourism promotion council and also chair for Toba city ecotourism promotion council and is steering committee of the Japan Eco-Tourism Association, working at revitalizing local communities while researching the next generation of leaders, developing human resources and managing resources in accordance with the need of each region.
Ms. Imelda Ambelye (Lecturer and Program Coordinator, University of Technology in PNG)
Imelda Ambelye is a lecturer and program coordinator for the Bachelor of Arts in Communication for Development at the Papua New Guinea University of Technology, with over a decade of experience in higher education. She is dedicated to creating an engaging learning environment that empowers students to become skilled communicators and change agents. Passionate about youth empowerment, community development, and addressing spatial inequality, Imelda extends her commitment beyond the classroom through research and community service focused on communication for development at the grassroots level. She exemplifies her concern for youth unemployment and social disintegration in rural villages by initiating and sponsoring community youth empowerment programs that advocate for a drug and alcohol-free lifestyle through activities like volleyball.

Mr. Mafalu Lotolua (General Manager of Tuvalu Electricity Corporation)
A Power Engineer by Profession and has been working with the Power Industry for about 38 years. He moves up the organization hierarchy and become the General Manager, the position he holds since 2002. Mr. Lotolua has extensive knowledge and skills in the power industry and has been involved in every aspect of the organization development; in installing and commissioning of the outer islands seven (7) power stations and its underground network; the electrical network in installing high voltage switchgears and transformers, in one of the outer islands and Funafuti. As the General Manager, Mr. Lotolua has been actively involved in managing the eight (8) power stations. And one of his key roles is to meet the target set out by the Government of Tuvalu target of 100% renewable energy by 2030.
Mr. Antony Garae Liu (Director, Department of Energy, Vanuatu)
Antony Garae Liu has been a pivotal figure in Vanuatu’s energy sector since joining the Department of Energy in September 2013. His extensive experience spans both the local context and broader regional initiatives. Before assuming the role of Director in 2016, Antony served as the Principal Scientific Officer for Urban Electrification.
Educationally, Antony holds qualifications as an Electrical Engineer, having earned an MEng in Power and Energy System Engineering from Auckland University of Technology. His professional journey began in the telecommunications sector, where he worked as a GSM/Mobile Engineer at Telecom Vanuatu Ltd (Vodafone Vanuatu) and as an ICT Field Engineer at Digicel Vanuatu Ltd.
Currently, Antony led the Technology Thematic Group for the Vanuatu COP 27 delegation. He also serves as the country’s focal point to the International Renewable Energy Agency (IRENA) and the International Solar Alliance (ISA). Notably, Antony is the thematic lead for the critical concept of “Just Transition” within the context of the Pacific Small Island Developing States (PSIDS).
His dedication to sustainable energy and climate resilience continues to shape Vanuatu’s path toward a greener future.
Mr. Kalavini Shalom Maualaivao (Coordinator and Assistant Chief Executive Officer, Transport and Infrastructure Sector Coordination Division, Samoa)
Since joining the Ministry of Works, Transport, and Infrastructure (MWTI) in December 2018, he has led the coordination team responsible for planning, monitoring, and implementing sector priorities, including donor-funded transport and infrastructural development projects. Mr Maualaivao and his team is the focal point for the Climate Action Pathway – Island Transport (CAP-IT) Project for the Government through MWTI.
With over 20 years of experience in the public sector, Mr. Maualaivao has held several executive positions in several government agencies. He holds a Bachelor of Arts in Tourism, Management, and Public Administration from the University of the South Pacific and a Master’s degree in Strategic Human Resources Management from Swinburne University of Technology in Melbourne, Australia.
Ms. Akiko Yamamoto, Regional Team Leader for Asia and the Pacific, Environment and Energy Team, United Nations Development Programme (UNDP)
Ms. Akiko Yamamoto leads the multidisciplinary team of 60+ professionals that shapes UNDP’s Environment and Energy strategies and portfolio in 33 countries across Asia and the Pacific region. Together with her team, she promotes integrated approaches to address complex development challenges and supports countries to accelerate climate actions and just energy transition, promotes nature-positive development and structural transformations towards circular and greener economy to realize sustainable development.
As an engineer and a governance expert, Akiko has been working on environmental issues in the context of sustainable development for over 25 years, in Africa, Asia and the Pacific, to respond to the development needs of countries while safeguarding natural capital. Akiko supported 23 governments in Africa and SIDS on mid- to long-term strategic planning of natural resource utilization and management, associated with transboundary rivers, lakes and oceans, at local, national and transboundary levels.
Mr. KUGE Katsuya (Senior Deputy Director General and Group Director for Energy and Mining, Infrastructure Management Development, JICA)
He has worked for JICA since 2002 after he earned a degree in nuclear engineering from Tokyo Institute of Technology. He was stationed in Ghana, Sierra Leone and Kenya. He is in charge of cooperation strategies for energy and mining sector in present position. The goal of the strategy is both carbon neutrality and stable supply of affordable energy for each country.
Mr. OGAWA Tadayuki(JICA Senior Advisor)
He has been appointed as a JICA Senior Advisor in the field of power transmission & distribution development, Renewable Energy integration etc. Since 2017, he has been working as Chief Advisor for the 'The Project for Introduction of Hybrid Power Generation System in the Pacific Island Countries', currently supporting the establishment of a sustainable human resource development system in the Pacific region. Professional Engineer (electrical and electronic, general engineering supervision), 1st Class Chief Electrical Engineer qualified in Japan.
Mr. MATSUOKA Tetsushi(General Manager for New Business Creation Team, Wellbeing & Lifestyle Business Division, MOL)
Upon joining Mitsui O.S.K. Lines, involvement was garnered in various sectors of overseas maritime shipping. Since 2019, as the general manager of a team tasked with pioneering new marketing and business areas for Mitsui O.S.K. Lines, participation has been active in a multitude of new projects. Initiatives, including those aimed at the commercialization of Ocean Thermal Energy Conversion (OTEC), are spearheaded, along with the oversight of the MOL Group's New Business Proposal System Office, a platform designed to harness the innovative ideas of employees.

After completing his schooling in Guam, he ventured further, pursuing a Bachelor of Arts in Business Economics at Willamette University. His thirst for knowledge then led him to Hiroshima University, where he delved into the intricacies of economics through a rigorous post-graduate research program. From 2009 to 2012, Minister Tmetuchl served as Special Assistant to the President of the Republic, where his strategic insights and unwavering dedication left an indelible mark on the nation's trajectory. However, it was his role as Chairman of the Palau Visitors Authority that truly showcased his visionary leadership. Today, Minister Tmetuchl's journey comes full circle as he assumes the mantle of Minister of Human Resources, Culture, Tourism, and Development. In this pivotal role, he envisions a future where all facets of his ministry work in harmony, synergizing to propel Palau towards unprecedented heights of success. His vision is not just about economic growth; it's about fostering a society where tradition and progress coexist, where every Palauan has the opportunity to thrive.
Ms. Susana Telakau (Solid Waste Management Adviser, SPREP)
Ms. Susana Telakau of Tuvalu is currently the Solid Waste Management Adviser at the Secretariat of the Pacific Regional Environment Programme (SPREP). She is the former Assistant Secretary for the Ministry of Public Works, Infrastructure, Environment, Labour, Meteorology and Disaster of the Government of Tuvalu. Her expertise in this area also saw her lead the Tuvalu Waste Management work as the Director of the Department for many years. Before that, she took a lead role in various environmental projects. As the Solid Waste Management Adviser, she provides strategic, policy and technical advice, support, and assistance to SPREP Members on solid waste management issues, programmes and projects
Ms. Victorina Kioa (Chief Executive Officer, Public Service Commission, Tonga)
Mrs. Kioa joined the Office of the Public Service Commission in April 2019 as Deputy Secretary. She looked after the Oversight Division, Workforce Development Division and Corporate Service Division. She was appointed Acting CEO for PSC in October 2022, until she was appointed CEO in March 2023. Before joining the Office of the Public Service Commission, Mrs. Kioa served in various managerial roles for over fifteen (15) years in the private sector here in Tonga and the United States. Her career started at the National Reserve Bank of Tonga in 1994. She was Administration Manager for the Pacific Finance Ltd group of Companies, Manager for the Tonga Business Enterprise Centre, CEO for the Tonga Chamber of Commerce & Industries Inc., and served as a Board Director for the Tonga Red Cross Society for many years.

Dr. Debi Futter-Puati (Campus Director, Cook Islands Campus, University of the South Pacific)
Dr. Debi Futter-Puati is the Director of the Cook Islands Campus, University of the South Pacific. As Director, she is responsible for research, teaching and learning, and development of academic programmes in the Cook Islands. Dr. Futter-Puati has been involved in the development and inauguration of the Cook Islands Centre for Research | Te Puna Vai Marama, based at the Cook Islands Campus of the USP. The Centre is a joint venture arrangement between USP and the Cook Islands Government to develop and pursue a research agenda based on priority national research and policy needs and communicate information and analysis based on high quality research outcomes. Dr. Futter-Puati is an expert on Cook Islands research methodologies and indigenous health education. Her work in these areas has been widely cited.
